Traditional democratic structures have eroded, replaced by authoritarian control enforced by super-soldiers and cyborg operatives. Science and medicine are routinely subordinated to military objectives, and human lives are treated as expendable resources. This setting sharply contrasts with Earth-616, where governments struggle with superhumans but rarely surrender completely to technocratic tyranny.

The central figure of Earth-9997 is Colonel Luther Manning, who is killed in combat and resurrected as Deathlok, a cybernetic killing machine designed by the regime. Much of Deathlok’s narrative revolves around the conflict between Manning’s residual human consciousness and the machine programming imposed upon him. This internal struggle—human morality versus mechanized obedience—is a defining theme of the reality. Unlike many heroes of Earth-616, who act out of choice or ideology, Deathlok’s heroism emerges from resistance against his own enforced purpose.
