Hulkbusters
The Hulkbusters of Earth-616 are specialized forces created to counter the threat posed by the gamma-powered entity known as Hulk.
The original Hulkbusters were a large military formation composed primarily of United States Army and United States Air Force personnel. Their primary mission was the capture or neutralization of the Hulk, who was widely regarded as a national security threat during early operations. The unit was headquartered at Gamma Base (New Mexico), also known as Hulkbuster Base. Command authority was held by Thaddeus E. Ross, better known as General “Thunderbolt” Ross, who possessed the longest operational experience in combatting the Hulk.

The organization was largely dissolved after the gamma-irradiated scientist Bruce Banner achieved a rare psychological and physiological integration with the Hulk persona, allowing Banner’s intelligence and personality to remain dominant while transformed. Following this development, the Hulk received a presidential pardon, and active Hulkbuster military operations were suspended. Many personnel were reassigned to other defense projects.
Subsequently, Banner’s condition deteriorated when the Hulk reverted to a more savage and bestial state. During this period, Banner was captured by Dr. Leonard Samson, who worked with the federal government to restore and reorganize gamma research operations. Funding was allocated to rebuild Gamma Base, where experimental procedures were used to separate Banner and the Hulk into two distinct entities. The exact method used for this separation has never been fully explained in canon. The Hulk later escaped confinement.
In later continuity, the United States government restructured the Hulkbusters into a smaller, specialized tactical unit rather than a large military formation. In this modern iteration, Banner himself was appointed to lead operations. The new Hulkbusters function primarily as a covert response team composed of highly skilled specialists selected for their knowledge of gamma-related phenomena.
The modern Hulkbusters are headquartered at the rebuilt Gamma Base in New Mexico and focus on monitoring, containing, or neutralizing gamma-irradiated threats rather than conducting large-scale military campaigns.
